ISO 39001 at a glance

Published: October 2012. ISO 39001:2012 is the current edition.
Structure: Annex SL high level structure. 10 clauses. It was among the first standards published on that structure, so clauses 4 to 10 line up with ISO 45001 and ISO 9001.
Certifiable: Yes. The company is certified for the road traffic it creates, and the scope names the fleet and the operations covered.
Certificate validity: The assessment body confirms the applicable schedule and continuing requirements for your scope.

What ISO 39001 is

ISO 39001:2012 is the international standard for a road traffic safety management system. It asks a company that drives for work to measure the road traffic it creates, control the factors that decide whether a crash kills or injures someone, and set targets to bring those numbers down. It covers drivers, vehicles, routes, speed, loads and what happens after a crash.

What the standard requires

Clauses 1 to 3 cover scope, normative references and terms. Clauses 4 to 10 are the requirements an auditor checks.
Clause 4, context. State the road traffic the company creates and uses, name the parties involved, and set which fleet and operations the system covers.
Clause 5, leadership. Management signs the road traffic safety policy and gives the coordinator authority over journeys, vehicles and drivers.
Clause 6, planning. Pick the performance factors the company can influence: distance driven, speed, seat belt use, driver fatigue, alcohol, vehicle condition, route choice and load. Set targets with numbers and dates.
Clause 7, support. Driver licences, medical checks and defensive driving records, plus control of documents and records.
Clause 8, operation. Run journey management, control vehicle selection and maintenance, control driving hours and rest, and prepare the response to a crash including first aid, recovery and reporting.
Clause 9, performance evaluation. Measure the factors and the outcomes, investigate every crash and near miss, run internal audits on a plan, and hold a management review.
Clause 10, improvement. Log every incident and nonconformity, find the cause, correct it, and show the numbers came down over the period.

How long does certification take?

Preparation depends on your scope, existing records and any gaps to address. The assessment body controls its own schedule and decision.

What should we prepare before starting?

Tell us your activities, locations and any buyer requirement. We then identify the existing procedures and records needed for the initial review.

Will this meet our buyer’s requirements?

We review the buyer’s stated requirement against the scope and issuing body before proceeding. Acceptance of your supplier application remains the buyer’s decision.

What happens after certification is granted?

Keep the system and records current, address findings and follow the assessment body’s surveillance and renewal requirements. Any ongoing support is agreed separately.

Does ISO 39001 require a particular vehicle-monitoring system?

Technology should support the risks and performance factors you need to manage. A buyer may set additional vehicle-monitoring requirements in its contract.

Is ISO 39001 the same as occupational safety certification?

No. It focuses on road-traffic safety within the organisation’s influence. Occupational health and safety covers a different management-system scope.
